Educational institutions are places that teach you things (most of the time). Higher-ed institutions are what we normally refer to as College or University.
These institutions are widely accepted as truthful tellers of ‘who knows what’ and they assert if person has or does not have a valid college degree.
The US Department of Education is responsible for providing a set of criteria that constitutes what an accredited degree granting institution.

Okay I know, very few people care about this criteria and mostly people just care about the ability to use that degree to get a job.
On the degree granting institution side, it is important that they fairly grant degrees to their students — and do not break contract.
This contract is the agreement between the student and university that if they complete a certain criteria at a specific level, they will give you a degree.
